When Jack's father-in-law is implicated in the brutal murder of a prostitute, Phryne decides to perfect her 'fan dance' in order to go undercover at a gentleman's club.[1]

There is a lot of public outcry against Jack. It's difficult to blame the public, given that Jack clearly abused his authority to take a case of blatant conflict of interest away from its proper jurisdiction.
It was Fletcher who bought the box because, in Unnatural Habits, Jack calls it "Fletcher's bargaining power". George was probably there because he knew about the transaction and wanted to dig up dirt on Commissioner Hall so that he could become the next Commissioner.
Also, at the end of this episode when Fletcher walks Rosie to the car, he looks back at Jack quite ominously.
